The money for this was taken from funds earmarked for road construction and maintenance. This particular road, the speaker notes, was notorious for killing youth. This neglect had severe consequences. Over a few years, no less than one or two hundred young people lost their lives on that road, all so that the man's own son and daughter could be "loved." The speaker clarifies that this is not just about drawing a limit to one's love; it is about being actively hostile and inimical towards everyone outside that limit to serve those inside. This is what he defines as normal, egocentric love: slaughtering the lamb to feed your own child some lamb soup.
