Acharya Prashant explains that institutionalizing change does not require a majority of the population. He asserts that the bulk of people are generally unwilling or incapable of taking life into their own hands and instead look for leaders to follow. Real change is driven by a very small percentage of active individuals, often as few as one or two percent, or even less. While historical events like the Revolt of 1857 or the French Revolution are often described as mass movements, they were actually initiated by a handful of people. The majority of any population remains largely indifferent to the process of change. Acharya Prashant emphasizes that the most difficult part of any movement is the formative stage, specifically finding or creating the first few dedicated individuals. He compares these people to the legs of a body; while the whole body is said to be running, it is the legs that provide the movement. These special individuals must be created through significant effort because they must be willing to actively go against their own biological nature and fight against themselves. He notes that while the direction and destination of his work are certain, the primary source of frustration is the slow speed at which this core group is being established.
